1989 240 starter not turning over 200 1989

starter does not turn over. I check all fuses that I found. bank on drivers door drivers finder under hood. they check good. just put new complete key switch with tumbler and all. When I put the new key switch in it started up and ran good. Then when I turned the key to off it would not turn off pulled battery wire to kill it. Now it will not turn starter at all. Need Help!!
Thanks for any help!!! It is auto Trans not stick shift.
