1993 Volvo 940: Bad Front Lower Ball Joints?

I have a 1993 Volvo 940 wagon... When I applied the brakes, the right front passenger side wheel seemed to shudder so, I replaced both front rotors and brake pads thinking that the root cause was a warped rotor. However, the problem remained after the replacement. I now think that it might be worn lower front ball joints... The problem however, only occurs when I apply the brakes... Could this still be worn lower front ball joints or could it be something else?

Any advice will be most appreciated!
