84 245 no start 200

my 84 245 stooed running while I was driving it after two years, it will start with starting fluid but not continue to run. FI relay is energized but the FP relay will not ground to send powr to Fuel pumps. Replaced the ECU but nothing changed - tried following some no start forums - not sure where to go from here
