lubrication to overhead cam 200 80

flame trap was stopped up. lost 2 to 2 1/2 qts oil through filler cap.stripped timing belt at crank gear.Cam was siezed.I have replaced belt and repaired cam.There seems to be very little oil at cam journals. Should I suspect oil pump oroil passages?
