Horn, rear wipers not working, what is the problem??? 700 90

Planning to check out a 90 760t wagon this weekend for possible purchase. Current owner says the horn, rear wipers do not work and have not worked for some time. Am I to assume this guy has never heard of a fuse? or do the 760's have some sort of wiring problem that I should know about??
