Help with 2500 RPM idle 140-160 86

Nothing is working to reduce this fast idle to normal range.

It's a B230F on an '86 245 w/AT

It idles correctly with the Idle (Air) Control Valve DISCONNECTED.

But if I connect the thing -- Zoom! right up to 2500.

Like it's operating in reverse, or something.

The valve is good (swapped in different known good units)

All throttle body cleaning and adjustments were made, checked and rechecked

No air intake leaks anyplace, all vacuum lines connected, and sensors working.

(I even replaced the TB gasket I made from a beer carton with an official one!)

I even tried starting/running the engine in the "limp-home" mode (AMM disconnected) to see if this might "reset" something in the ECU. The car would not start while the ICV was connected. Once disconnected, the car started and idled normally. If I connected the valve while the car was runing, it would jump again to 2500.

Grounding the ICV at the strut tower test connector has no effect on "turning off" the idle control valve.

It is like the valve operates, but the signal is backwards.

What am I missing?

Is this a fault with the ECU?
