Removing the fuse panel 700 1988

I am getting a short in my power seat circuit. Every time I turn on the ignition I blow the 30 Amp fuse. I disconnected both seats and heaters, and I still get the short. How can I get to the pack of the fuse panel (located in dash by driver's door)? Can I pull it out, or do I have to take some of the dash apart? This problem began after having the heater core replaced.
