driving lights and relay 700 1988

my other problem is that my lights flicker on and off while i drive, the high beams always work but the low beams go off and come on on occasion. the other thing is that the bulb indicator is showing up every time i hit the brakes whether the low beams are working or not. and yes all of the bulbs are ok.
