Cost of replacing brushes in a Bosch alternator 700 1990

My brother recently had to have the brushes in his alternator replaced.The car is a 1990 700GL with a Bosch alternator. Including an oil change, the total bill came out to over $220.00. It seems to me that replacement brushes run about $45. He lives in another city and he just told me about this and I think he was gouged.
