rust near window rubber 200 1985

On my 1985 Wagon, there is a large section (about the size of a quarter) of rust just beneath the passenger side rear window (in the wagon compartment area). I am wondering how this area got rusty? Anyways, is there a way to remove the window in order to grind down the rust and apply POR to it? Thanks for any help
