Spare and Jack 200 1989

I'm still trying to track down what's causing my wagons rear end to hop a little between 30 and 60 mph. It's not really bad, but feel like I'm going over bumpy road all the time. New balanced tires on all 4 corners didn't help the hop, but were needed anyway.

Anyway, my question is about the tire, spare, and tools. How are they supposed to go in their storage space? One of the most obvious and annoying symptoms of the rear end bounce is a chirping sound that I tracked down to being the spare bouncing around. I usually put the spare in first, then put the single rubber strap across the top side, then the jack handle and jack just sit in. I've moved the tools to my always present toolbox.
