Fuel guage/light innacurate 900 93

My fuel guage never goes above half way, and the warning LED comes on within 50 miles of a fill-up and stays on. I have a schematic, but would not know what parameter to measure nor what whould be acceptable. That is, I don't know if it is a drop in voltage, current, or resistance that would point to the failure.

The other symptom is that it takes a few seconds of turning before fireing up. Sounds like pressure related. Could be related to above?
