Fourth Gear cut out 700 1990

My 1990 740 has a button on the side of the gear selector (automatic transmission) which, if pushed, cuts out fourth gear. It is for pulling loads or driving in mountatins. A yellow arrow appears on the dash instrument panel. Mine activates without pushing the button. It happens at city and highway driving speeds. Yesterday I was on a freeway going about 70mph and the thing engaged, shifting me down to third gear.

What can I do to prevent this? I would be willing to simply disable the thing if a fix is too expensive.
