Emmissions Question 200 83

I have a 245 Wagon that will not pass emmisions. The CO is high (mine is 3.50 with 2.20 allowable)I noticed that they did not perform the " high idle test" which is 2500rpm. When I asked about that I was told that they cannot perform the high idle test on Volvos because the tranny would fail. Does anyone know if this is true or just a bunch of B.S.? Thanks.
