Splash pan struggle 200 1984

This should be easy. It's not.

I have a new OEM splash pan. Tracked down the seven fasteners I supposedly need. The ribbed section faces front, right? I can see where the two bolts in the front go on the radiator support, but the other five holes in the pan don't seem to correspond to receivers for the bolts.

There are two holes on the hummock below the pan's ribs that don't seem to have any place to go -- they're in mid-air below the rack boots, if you can envision it. Then, the three holes at the end of the pan seem to match three holes in the main support beam. But those holes are larger than the 6 mm fasteners.

What am I missing here?
