Fault Code 2-2-1 200 1990

I am getting a fault code reading of 2-2-1. The car stalls after starting but then runs pretty good. The idle is a little rough and fast and it sometimes hesitates when accelerating. I would appreciate any suggestions on what to try in order to diagnose and fix this problem. I have recently cleaned the throttle body and the AMM checks out ok. Thanks.
