Overdrive not engaging... 200 81

Hi -

When I click the overdrive button, it either engages for a brief second, or doesn't do anything. It's not the fuse. I suspect the relay - does this sound likely?? And how would i test the relay?? (Note: if i keep the button depressed, it will stay in OD)
