Gas tank fuel pump access cover 200 1989

3 lines come out of the rusty acccess cover I have.

1- main fuel line

2- return line

3- small tube with a cap

Question,

where is the fuel coming from in the return line? This one had a hole that I fixed with JB Weld. Temp fix until I can locate a new cover.

In an emergency, can this be plugged?

Also, what is the third one for?
