"whirrring" sound when turning 200 1990

Hello,

I get this "whirring" sound when I turn my steeering , even if just a little. But I get this only sometimes and almost always at very slow or near zero speed. For example in the parking lot ( after OI have parked, but with engine still running), I turn the wheel left and right and I get this sound. But then it does not happen everytime when the vehicle is parked.

Any thoughts ? Power steering fluid is not low. It was dark when I try to see where the sound came from within the engine, seemed to be a lower than where the power steering pump/belt is located.
