Strange symptoms 200 1991

I've been receiving strange symptoms on my 240. The check engine light came on and I'm getting a code 113 faulty fuel injectors. The car starts fine, but the engine idles high and once warm starts to pulse up and down as though the computer is trying to compensate for the high idle. The throttle does not move during this pulsing. The pulsing also occurs while driving at a steady speed. Here is what's weird, when I reset the computer, the car won't cold start.

Once I get it to idle and the check engine light comes back on, I never have the cold start problem again unless I reset the computer. But the high idle and pulsing remain. Since I could not access the temp sensor, I checked it by ohming across pin 13 on the Fuel system control unit and pin 2 on the ignition control unit. It was within specs both cold and hot. I also checked the oxygen sensor, which fluctuated between 0.1 & 0.9 volts.

I unplugged the oxygen sensor a couple of times which stopped the pulsing but sometimes has no effect on the pulsing. Won't know for sure if it's bad unless I replace it which I don't want to do unless it's really bad. I can't find any vacuum leaks. I unplugged each spark plug one at a time to try to isolate a problem with the injectors but they all respond the same. I unplugged the air mass meter which caused the car to run really bad. I have read hundreds of messages on Brickboard to help isolate the problem with no luck. Any suggestions would be greatly appreciated.
