Unusual Climate Control/Blower Problem 700 1988

I have an intermittent problem with the blower on my "88" 760 Turbo. Sometimes, particularly when the car is first started and for about the first 10 minutes of the drive, the blower does not respond to the blower climate control. That is -- The dial can be set to AUTO or 1,2,3,4,5 and the blower will not work. This is true whether the A/C is on or off. Then all of a sudden it begins to function again. Also, I notice that while braking upon deceleration the blower speed appears to increase slightly then it settles back once the car has stopped. It is important to note that if deceleration occurs without braking there is NO increase in blower speed. Any thoughts would be appreciated. I have searched and not seen this problem posted before.
