Can't get out of Park! 700 1986

I stored one of my Volvos, a 1988 740 gle four door, for awhile without its battery. Now I want to start up the car but: 1. the starter turns but the the car doesn't catch, and 2. I CAN'T SEEM TO GET IT OUT OF PARK. This is especially annoying since I wanted to substitute test a test relay with another Volvo but I can't get to the fuse box/relay panel because I can't get the car to move out of Park. Does anyone have any ideas? The car has electricity. Thanks in advance for any help.
