overheating 240-260 1991

ICQ>

My 91 240's temp goes up to where the needle is just out of the orange when I'm stopped in traffice for more than two to three minutes with the A/C on. The A/C also quits cooling. I have just had the water pump changed, the fan clutch checked out, the coolant is new and at the proper level and the thermostat appears to be working (upper radiator hose is hot) . This only occurs when the ambient temp as above 85 degrees.

Is this normal ? My Haynes manual says this model should have come with an electric fan in addition to the belt driven fan but there is not one. Would an add on electic fan help ? Any suggestions other than turning off the A/C.
