Fuel guage messed up 900 95

I have a 65K 95 945... The fuel guage reads correctly for the first 2-3 gallons of gas then goes down and remains at 1/4 tank...lately..it hardly rises above the empty level...With the low fuel light coming on now... Would i likely have a problem at connection in back of instrumental panel or replace the tank sender????..Also whichever you recommend..could you give instructions on how to access the replacement area..thanks guys..JOHN
