Oil Everywhere! Could it be a head Gasket 200 89

Recently, my check engine light began going on intermittenly. And while it looks like I have a good amount of oil, there is a freshly caked layer covering my B230F engine, oil filter and down further below. It looks like it is coming from the head?

Second, I have also noticed a slight pulsating noise while idling as well as stalling [particularly in traffic]?

Can anyone make any recommendations as what I should check? Also, if it is my head gasket, what am I in store for in terms of repair?
