front bumper&shocks removal? 240-260 '80

Can the front bumper & it's shocks be removed as a unit? I unbolted what appeared to be the chassis end of the shocks, but alll that came loose was a flange plate and the associated rubber gasket. What am I missing?

Or should I remove the bumper first, then deal with the shocks seperately?

I believe I will need to keep the '80 bumper shocks to mount the '80 bumper on my '83? Or are the shocks the same?
