air cleaner thermostat 200 1987

A question about the thermostat in the air box. The door on mine seems to be stuck in the halfway open position. Does that plastic assembly simply snap out? Also, there's some black goo on the AMM where it connects to the air duct piping--is that supposed to be there? Any help greatly appreciated.
