Air/Heat Air Flow!!!!!!! 900 94

I have a 94' 960 that seems to have a continuous air flow problem. That is, when you accelerate the fan motor continues to work, however the air does not come through the vent. This happens in any mode air conditioning, heat and or plain vent. The same holds true with re-circulation being on.

The dealership has repaired the problem twice, however I'm tired of paying them for something simple. It's my understanding that it's a vacuum line and or switch. They don't want to tell!! If you know the answere please respond.
