Yup, that one drove me nuts for awhile. Very random. Even going over a bump would cause an extra tick (and like you said no lights flash). It's the flasher relay of course.
First off locate the flasher (normally clipped to the left dash console support near the ash tray) and remove the metal retainer clip to see if that helps. Sometimes this clip can deform the flasher enough to make it misbehave. Next simplest thing is to replace the flasher.
However, having a wee bit of cheap Scotch in my blood (okay, McWisearses, I meant Scot!), I found that by opening up the flasher and tweaking the tabs to stretch the springs a bit I was able to cure the problem. The springs must get weak from heat. Cleaning any visibly pitted contacts with an ignition file or strip of fine emery cloth doesn't hurt, but didn't cure the problem. You can also vary the loudness of the flasher by the location and how firmly the flasher is attached to the console.
