My cruise went once (on my old '85 244Ti); there was a crack in the tiny vacuum tube near the top back of the engine (near the firewall). It's been a while since I've putzed around with a Volvo cruise, but I remember that the tube was cracked at the upper fitting. If this is the case, cut the tubing back until there's no cracking (obviously) and then reinsert the fitting (sometimes this is kind of a pain, but it only takes a few minutes overall.
