You don't need a paint cleaner, you need polish or rubbing compound. Only something abrasive will remove spots and restore faded paint, but you need to start with the least abrasive stuff and go from there if necessary.

I recently owned a black Saab 900 (is it OK to say that here?), and the only thing that removed light oxidation and the fine scratches left by a commercial car wash was Mequiar's #7. It left a beautiful shine, but needed to be followed by a good quality wax to make the job last a while.

Since I can't see your car, I can't venture a guess as to whether you'd do best with polish or rubbing compund, which is more aggressive. If you want *really* good results, look around for a body shop or detailing shop that can do it professionally. Maybe you can have them machine polish it and you wax it yourself.
