hesitation or will not turn over when hot 700 1990

My car has done this a half dozen times or so, on a hot day (95+) I turn the key and there is a hesitation (1-5 seconds) or twice it wouldn't start for about 15 minutes.

Is it the starter, or the ignition switch, is this info helpful to diagnose?
