Electric cooling fan 200 1991

At risk of sounding stupid, what activates the electric pusher fan in front of my radiator? I've never heard it go on! Since I'm putting in a new thermostat tomorrow and doing some other minor cooling system work, I thought I'd try to figure out if it even works. Is it a temp switch or does it just go on with the A/C (which I can't seem to turn on either)?
