They are supposed to whine, but not like kids. The best way is to remove the inlet hose from the airbox to the turbo with the engine COLD! It is a large black hose and can be removed by unscrewing the clamps on each big end as well as the small one underneath it in the middle. Stick your finger into the turbo inlet and spin the compressor wheel. You cannot damage it in any way doing this so don't worry. If the wheel spins freely, your ok. If it feels gritty or does not turn at all easily, you need a new turbo. Next, grab the bolt holding the compressor wheel with your fingers and try to move it side to side, in and out. Any play can be bad, a small amount is ok, a large amount is bad.

From the year of your car, you have the water cooled turbo and you should have no problems.

Assembly, is as they say, the reverse of disassembly.
