Buckin' Bronco Idle on Low RPMs 700 1990

I'm a housewife who knows very little mechanically (so easy with terminology, please) with this question: I took my 740 GL wagon to my mechanic due to rough idle when I stop the car for red lights, stop signs, etc. It idles around the less than #1 on the RPM reader - around .5 if I had to give it a number. He said it was the snorkle. I felt the hole underneath so I let him install another one. Car still idles rough. The gear stick looks as though it's going to fly out the window with the vibration it makes!!! Yet when I pull away it stops that wicked idle. What could it be? P.S. I really liked my mechanic (this would now be in the past tense as I've spent around $1500 trying to sort out this problem and my "squealing-to-wake-the-dead" brake problem which I will address in another message) I just think a Volvo was over his head. But a really, really nice guy! Any ideas? Now onto my brake problem. Thank you.
