failed emissions 200 1988

my '88 240 recently failed emissions testing. It showed a reading of 3001 NOppm, while the acceptable level was 910. This also happened 10,000km ago at its last testing. I have replaced the oxygen sensor and the catalytic converter. The car runs smoothly and gets good mileage. Any suggestions? Thanks!
