I totally expected to be in your situation today, but my '87 240 somehow passed. I saved a few bits from the board a couple weeks back just in case. Here's all that I could find from what I saved, and hopefully it will help you:

"NOx and CO correlate inversely. When you lick the excess O2 problem that is giving you the NOx, I would expect the CO to increase. Enriching the mixture will accomplish this, but the correct way to do this is by eliminating the air leaks, not increasing the fuel flow." -- unknown Brickboard contributor
Here are the results from my VA emissions test at 25mph and 1712rpm:
HC allowed=157, mine=121
CO% allowed=1.00, mine=0.51
NO allowed=1121, mine=1062
