auto trans will not shift into final gear 200 87

I have checked relay at dash, listened for overdrive soleniod open and close, looked at kickdown cable. What else could it be? I thought I read somewhere in the archives (can't find it) that it could be a clogged solenoid? Anybody have any ideas? Thanks in advance.
