Cruise control will not engage above 81 M.P.H. 200 1989

Does anyone have any idea why the factory cruise on my '89 244 won't allow me to set it at a speed above 81 M.P.H.? Even if I try to set it at any speed above that, It will just coast down to 81 and then hold speed there. It is my underrstanding that the cruise should work at any speed. I know the national speed limit is 75, but we make a lot of trips from denver, CO to eastern nebraska and back, and, well, have you ever driven that stretch of I-80? Thanks for any help you might be able to offer.
