Would any now why my fuel pump won't turn on 200 81

Would any now why my fuel pump won't turn on. (the one under the carthat makes the hissing noise) When you put it to accessory it turns on for a secone before you start the car. But now it turns on every ten or so tries that you turn the key to accessory. Is this a relay problem? or a whire problem?

P.S. please help me
