Dome light/seat heater 700 1988

My dome lights do not come on with the switches. They do come on when the doors are open, just not when I use the switches to turn them on with the doors closed. Any suggetions for starting points?

Also, are the seat heaters in both the bottom and back cushion or just the bottom?
