Repair Power Supply to Fuel System 200 1986

My 86 Volvo starts at randum. It sounds like a car that has run out of gas. My mechanic said that it took him 4 hours to diagnose the problem and said he had to repair the power supply to the fuel system and charged me $120.00. The next day, I went out to start my car and it will not start. Does anyone know anything about this sort of problem? Thank you.
