Whistle sound 200 88

Hi It's me again. Now that the weather is starting to change here in Chgo.,my car makes this whistling sound.Only happens when it's cold outside. I only here it after starting the car and driving off a few minutes later. Is this something that needs to be attended to? Thanks again.
