Vacume looking device 700 1985

What is this part called ? It is a vacume operated device, this device is connected between the air intake for the turbo and connected to the charged air side of the turbo. It appears to operate off of vacume pressure from the intake manifold. Could anyone tell me what this is and what is it's function. It also appears to be adjustable. Jeeze, I need to get a good service manual, any suggestions. My volvo is a 1985 740 wagon, 2.3 liter/turbocharged.
