brake pedal travel 700 1991

My brake pedal travel has increased substantially. The pedal isn't spongy, and you can stop the car with the usual brake pressure, it just seems to travel almost seventy percent of it's travel before it engages the brakes.

Fluid was replaced with silicon fluid about twenty k miles ago. Mileage on odo. is 170k.

any suggestions?
