all dash lights on 200 1986

Cousins:

On my 'new' 86 245, all the dash lites (alternator, oil pressure, parking brake, brake failure, and bulb failure lites) come on and stay on when I start the car.
The alternator is not charging the battery.

Is this indicative of bad/shorting wiring at or near the alternator, or should I be looking somewhere else?
