1990 740 B230F No start 700 1990

I have purchaced a 1990 740 with a no start condition. The car was cheap so I figured it was worth it. I have spark, fuel pressure and power at the injectors. Is it possible that the cpu is not grounding the injectors to fire them ?, or is the cpu not receiving a signal to fire them. How can I get some diagnostic info to pinpoint the cure. Please help. Thanks in advance. Mike
