Tranny on 240 Wagon. 200 1987

My '87 240 dl wagon (03-70 tranny) goes from 1st to 2nd fine but won't downshift to 3rd let alone 4th. I cleaned the tranny pan, new filter and flushed system. Still have the problem. Revrse is weird too. It feels like its slipping ALOT.
Downshift cable seems to work freely.
Does this sound alot more serious than od selonoid/relay? Duh.

Expecting it to be a tranny problem (180K) what is best avenue to take? Rebuild? Safe to get one from salvage? A new one is too expensive.

Any ideas on cost here?
Also will trannys from later model volvos work with mine?

Any and all info you can give me is greatly appreciated!
I'm in Dayton,OHIO if there are any buckeyes with info.
