Battery, Voltage reg. or Alt. 200 1991

Which one is bad? The car runs fine but for the first 3-4 miles (until the car warms up) the voltage gauge shows only about 11 volts. This usually only happens after the car has sat for a while and is cold. The lights are a little dim, so the gauge is accurate. It will eventually creep back up to 14 volts. What is going/gone?
