Power Brake Booster Sanity Check 700

Hello Bricksters:
I am on my third stock power brake booster installed per the Volvo green manual and the booster ball stud set to the indicated dimension in the green manual. The problem is that if I just touch the brake pedal, I can hear a hiss and ,of course, the braking effort goes up as I go down on the pedal, however if I press down quick, I got all the boost I want. Is the green book wrong, are the boosters bad (all three??), or is this a known quirk or what?
